India, US need to work together to counter China: Congressman on PM Modi's visit
Prime Minister Narendra Modi will arrive in the US Saturday for a three day visit that includes the Quad summit a bilateral meeting with President Joe Biden, an address to the Indian diaspora at the Nassau stadium and an address to the Summit of the Future. At the Quad, China is expected to be a key focus of discussion. US National Security Council (NSC) Coordinator for Strategic Communications John Kirby on September 19 had said that China will certainly be "high on the agenda" at the Summit. Indian origin Congressman Shri Thanedar says India and US need to work together to counter China. We need to have strong ties with India. India and US need to work together because China is becoming aggressive and the only way for us to slow down China is to have a strong India-US relationship. PM Modi has a very good chemistry with President Joe Biden. PM Modi also had a great relationship with President Trump. So, he is a very charismatic leader and America values PM Modi for the leadership that he has provided to India," Shri Thanedar said. I think President Biden is going to stress to PM Modi that we need a stronger collaboration, much more give and take on defence and on technology - whether it is AI or pharmaceutical technology or different areas of commerce, we need to collaborate together so that we can help each other and people of each other's countries," Thanedar added. During COVID time, the economy suffered all over the world and the US came out of those economic problems very quickly because of President Biden's leadership. That needs to continue and India and US, and all Quad countries need to work together in building this new relationship between these four countries," he said. The Indian diaspora is also excited to get an opportunity to interact with Prime Minister Narendra Modi in New York. Over 24,000 Indian-Americans have registered to attend his community event on September 22 at the Nassau Veterans Memorial Coliseum in Long Island, which has a seating capacity of 15,000. This event, titled "Modi & US: Progress Together," will be a celebration of the diversity and success of the Indian-American community, featuring cultural performances and appearances by prominent Indian-American figures. "The Indian diaspora in America is very excited about PM Modi's visit to America. There are a lot of people who love PM Modi, they appreciate what he has done for the country - increasing the economic power of India. India has become a super economic power because of the vision of PM Narendra Modi and the Indian-Americans who are all over the US are very excited to welcome him as he lands." Thanedar said. So, it is very important which candidate wins because there is a night and day difference between Donald Trump and Kamala Harris...I believe Kamala Harris is the right leader, she is getting a lot of support. There is a lot of enthusiasm among African-Americans, there is a lot of enthusiasm among young people, there is a lot of enthusiasm among women...So, all eyes are on Kamala Harris and Donald Trump, and what I see is that right now the election is leaning toward Kamala Harris," said Congressman Shri Thanedar.

Quad leaders' summit, tech roundtable & meeting Indian diaspora, what's on Modi's 3-day US itinerary
The Leaders' Summit was to be held by India in 2024, but New Delhi pushed it to 2025 at the request of the US, allowing Biden to host Modi, Japanese Prime Minister Fumio Kishida and Australian premier Anthony Albanese one last time. The four leaders are expected to cover a wide range of topics in that half day, including the situation in Gaza as well as the Russia-Ukraine war, and stability in the Indo-Pacific. Bilateral meetings with all three leaders are also expected to be a part of Modi's itinerary, said Foreign Secretary Vikram Misri at a press briefing Thursday. Misri refused to comment on whether India would present its peace proposal for the Russia-Ukraine war, but highlighted that the Indian leadership had been in contact with the two countries, and that Modi had spoken to Biden following his visit to Kyiv in August. The fourth in-person Quad Summit (and the sixth overall) will be a farewell to both President Biden and PM Kishida. Biden is not standing for a second term, and will end his current term in January 2025, while Kishida has said he will resign by the end of September. On the sidelines of the Quad Leaders' Summit will also be the launch of a collaboration in cancer care -- the Cancer Moonshot -- with plans to expand screenings for cervical cancer across the Indo-Pacific, Misri said. Biden's eldest son Beau passed away in 2015 from cancer, and the Cancer Moonshot is an effort by the US President and First Lady Jill Biden to prevent around four million cancer deaths in the US by 2047. Modi is unlikely to run into Donald Trump during this visit. Though the former president had said at an election event that a meeting would take place, he did not specify dates. Trump's campaign schedule shows he will be in Pennsylvania and North Carolina during those three days. US Vice-President Kamala Harris is also on the campaign trail. India will also be depositing its instruments of ratification for the clean economy and fair economy pillars of the IPEF, along with its ratification of the overarching agreement covering the Indo-Pacific Economic Framework for Prosperity. The IPEF, launched in 2022, is a 14 country initiative that consists of four pillars -- trade, supply chains, clean economy and fair economy. India has already ratified the supply chain pillar. New Delhi is not a part of the negotiations on trade. The bilateral meeting will also see the two leaders "have a substantive engagement" to review the "Comprehensive Global Strategic Partnership" between India and the US, Misri added. Defence, maritime security and space are expected to figure in their talks. India's burgeoning defence partnership with the US received a boost in August, when the two countries signed two key agreements -- the Security of Supplies Agreement (SOSA) and a Memorandum of Understanding on the Assignment of Liaison Officers. The SOSA, while not a legally-binding agreement, allows the two countries to provide reciprocal support for goods and services that promote national defence. The foreign secretary did not state whether any further agreements were to be signed in this sector, emphasising that these "issues are under discussion" and it was difficult to say at this time whether they had "reached a level" where an agreement could be announced. On 22 September, Modi will meet the Indian community at an event in Long Island, New York, which is being organised locally. Modi will also host a roundtable with CEOs from large technology companies, especially in areas of artificial intelligence (AI), quantum computing and bio-technology. Leaders of some of the US' largest technology companies are expected to be present, though the foreign secretary did not share further details. The PM's visit to the US wraps up with his address to the United Nations Summit of the Future on 23 September. Modi will outline India's priority, namely inclusive and equitable sustainable development, South-South cooperation and the issues facing the Global South. Misri said many challenges raised during the third Voice of Global South summit in India may find mention during the Summit of the Future. The two-day summit is an attempt by the UN to bring together world leaders to create a new global consensus on issues of the present and challenges of the future. Multiple bilateral meetings between Modi and other country heads are expected in New York. The foreign secretary emphasised there were still "too many moving parts" to announce the final list of the bilateral meetings.

PM Modi's US Visit Schedule: Quad, UN Summits, Farewell to Biden, Russia-Ukraine Conflict, Community Event on Agenda
PM Modi will attend a community event 'Modi & US' in Long Island at the Nassau Veterans Memorial in Coliseum, for which 24,000 people have already registered. Right ahead of the US Elections, Prime Minister Narendra Modi will visit the United States from September 21 to 23. This is the first visit of PM Modi in his third term and this visit is also significant as this time, along with bilateral issues, QUAD, concerns of Global South, the focus of PM Modi is also on the war in Europe as he recently visited both Russia and Ukraine. This time, the Prime Minister's visit would be short but loaded with engagements, roundtables, bilateral meets and he would also not be going to Washington DC. PM Modi will also not be addressing the high-level UNGA Session. Modi will first visit Wilmington in Delaware as US President Joe Biden will host him and other Quad Leaders at his home for QUAD Leaders' meet. PM Modi and President Biden have had nine engagements since 2022 at multilateral events and during visits, which also include one telephonic conversation and one virtual summit. PM Modi will also hold bilateral meeting with all three leaders - President Biden, Prime Minister Kishida of Japan and PM Antony Albanese of Australia - on Sunday after concluding QUAD Summit. On the sidelines of the QUAD Summit, a special event has been planned - the Cancer moonshot event. PM Modi will attend a community event 'Modi & US' in Long Island at the Nassau Veterans Memorial in Coliseum. The preparation for the event has been going on for about a month and the event is already overbooked as the capacity is 15,000, but more than 24,000 Indians have registered for it. Indian Americans from 42 states are expected to attend the event and the response has been particularly strong from the tri-state area. PM Modi will also be chairing a Roundtable with CEOs of American companies working in AI, Quantum Computing, Biotechnology, Cutting Edge Technology. On the third day, which is September 23, Prime Minister Modi will address a gathering of world leaders at the Summit of the Future (SOTF) at United Nations and on the sidelines, he is expected to hold bilateral meetings with other Heads of states visiting New York for UNGA. At a press briefing ahead of the Prime Minister's US visit, Foreign Secretary Vikram Misri said, "This visit combines many aspects. It has a very important bilateral aspect to it, a very important plurilateral aspect to it, and an equally important multilateral aspect to it." QUAD summit will be the key highlight of the visit as the summit had been getting delayed since January when India was planning it around the Republic Day Event and then due to election season in India and United States, both countries could not work on schedule. QUAD this time is also special as it would be President Biden's and Japanese Prime Minister Fumio Kishida's farewell summit as Kishida has announced to step down. The US is also sending a message by organising the summit in Biden's hometown to show the cozy relationship between countries. The Quad agenda covers health and security, climate change, critical and emerging tech, HADR Infra connectivity, maritime security and counter terrorism. The leaders in Delaware will review the progress achieved in the last one year and set the agenda for the next year. This time, Quad's joint statement could see a change in language, which will perhaps will have a reflection of views of all countries on the Russia-Ukraine conflict. PM Modi is the only leader in Quad who has visited both Russia and Ukraine. QUAD saw a natural evolution and elevation in 2021 to the levels of leaders with first meeting taking place in March 2021. The practical work of the Quad is taken forward through six Leader Level Working Groups and other initiatives. PM Modi will also hold a bilateral meeting with President Biden. India and US are expected to exchange a few agreements including Indo-Pacific economic framework related agreements and an India-US Drug Framework MoU. Foreign Secretary Vikram Misri said, "Prime Minister Modi and President Biden will also have the opportunity to review the comprehensive global strategic partnership between India and United States which today covers almost every aspect of human endeavour through the 50-Plus engagements and bilateral dialogue mechanisms that we have between the two sides." Both leaders will review the progress made in areas of cooperation as there have also been certain hiccups in the India-US relationship due to alleged assassination plot to kill Khalistani leader Gurpatwant Singh Pannun, in which investigation is still underway. India has also formed a committee to look into the allegations. This visit could be helpful to clear out differences between two countries. India and US have many areas of cooperation and one of them is defence, which includes procurement of 31 MQ-9B Predator Drones, Joint Manufacturing of Stryker Infantry Combat Vehicles and Co Production of GE F414 Engines in India. The Ukraine issue likely to be discussed between two sides. At the Summit of Future at United Nations, PM Modi will address world leaders and is likely to highlight the concerns of the countries from Global South since India held a summit for Global South in August. He may also speak on the Russia-Ukraine conflict. "The summit is being held at a time of conflict, tensions and divisions in the the world. There is obvious deficit of development in the world at large and the Global South is at a risk of being left behind on account of current development," Misri said. PM Modi will also hold bilateral meetings with other world leaders on the sidelines of the summit. PM Modi is likely to meet Benjamin Netanyahu as reported in Israel. Bangladesh Chief Adviser Mohammad Yunus has also sought time from PM Modi to meet, but there is no confirmation yet on whether this meeting will take place. Meanwhile, the suspense over whether PM Modi will meet former US President Donald Trump continues. Many familiar with the visit have said that if Modi meets Trump, he will also have to meet Democrat Candidate Kamala Harris to balance things and given PM Modi's tight schedule in the short visit, that may not be on te cards. Foreign secretary Vikram Misri said he could not comment on the meeting at this point in time.

What's on the agenda apart from the Quad Summit and UN meetings? The timing of PM Modi's visit to the UN makes it even more interesting - this is the 4th time Mr Modi has travelled to UN during what's called High Level Week - after 2014, 2019 and 2021., although he will not address the UN General Assembly this year. Here's what's on the agenda: 1. Quad Summit with US President Biden, Japan PM Kishida and Australian PM Albanese. The Quad is expected to be a warm send-off for 2 leaders who are retiring soon- Biden and Kishida. PM is meeting them in Wilmington Delaware before he heads to New York. What to Watch for: Modi's statement on India's role in Russia-Ukraine peacemaking, Quad joint Statement on China, and on any kind of military or maritime partnership involving the navies. 2. UN Summit of the Future: SoTF is an important initiative by the UN Secretary General to consider where the world body needs to improve, reforms and other issues: A Pact of the Future will be signed. What to Watch for: Which other leaders Modi meets on the sidelines- incl Bangladesh, Ukraine, Israel will be important. Also, a meeting of the G4 Brazil, Germany, India, Japan grouping will be significant on UNSC expansion that they have all a joint proposal on. 3. Diaspora event: PM Modi is back to do a massive diaspora event in a stadium for the first time since 2019 and the Howdy Modi event in Texas. This time it is an event called "Modi and US: Progress together"- a slightly personalized title- but meant to be a rally for the diaspora- with around 16,000 expected in the audience at the Nassau Colliseum in New York. What to watch for: Will there be political messaging of the kind we saw in Texas with Abki Baar...? Also will there also be protests of the kind he faced in 2019 and 2021 by other members of the diaspora? There is also the case about an alleged India intelligence plot against diaspora Khalistani leader Pannun- the DoJ trial is underway and a New York court has issued summons in a civil case against NSA Doval, who will accompany Modi to the US, as well as 3 others. 4. Meetings with Business leaders: According to the MEA schedule- Modi will focus on meetings CEOs of companies at the cutting edge of Artificial Intelligence, semiconductors, quantum computing, biotechnology also . What to Watch: Which business leaders will Modi meet - all eyes will be on Tesla, X and Starlink owner Elon Musk? Finally, given the visit is so close to US elections, will the PM meet either or both the presidential contenders Donald Trump and Kamala Harris? When asked about whether Mr. Modi is indeed meeting Trump, and whether he will meet Harris too, here is what Foreign Secretary Misri said that no meeting had been fixed thus far: "On the remarks that have been made by former President Trump and whether they will come up in a discussion, I think we first need to work our way through to fixing a meeting and then look at the issues." Clearly Trump misspoke or spoke prematurely there. So how is the race going? A dead heat- the latest New York Polls says voters are tied 47% each between Trump and Harris- In the average of polls, Kamala Harris is 2% ahead of Donald Trump. In the battleground map however- Trump still has an edge but, after the First TV Debate between Trump and Harris, where she won by all accounts, Harris is getting closer. It all comes down to 7 swing states as they are known- Arizona, Georgia, North Carolina where Trump is ahead and Michigan, Nevada, Pennsylvania and Wisconsin where Harris leads. We can see that the Modi-Trump bonhomie has been far greater than with Modi-Harris, despite Kamala Harris's Indian parentage. Let's just look at 5 issues that might make a difference: Trade: As President Trump slapped new tariffs on India, withdrew India's GSP status but tried to negotiate an FTA. Harris will not favour FTA negotiations, but the Biden administration did end all WTO disputes with India, and is likely to build on that. Both are likely to be protectionist, although Harris will make more exceptions for national security reasons. China: Both will escalate the US-China rivalry and talk tough, however Trump will expect more in return from India for any agreements, and might insist on India stepping up to do more in the Quad as well. Russia-Ukraine: A Harris administration will steer the course on Ukraine, and may want to encourage India to get involved in peace efforts, while Trump is likely to want to effect peace himself and won't put pressure on India to cut ties with Russia. Climate Change: A Harris administration will fund more renewable transition for India but will expect more in terms of climate action, whereas Trump will not be so worried about climate goals- and may push India into buying more US energy, and complete the Tellurian deal announced in 2019 but never done. Immigration: While both will probably clamp down on illegal immigration and increase deportation, Trump will likely cut down on immigration for professionals from India as well. His comments at the debate on how he sees immigrants are the subject of memes like this one. Human rights: Harris will continue the Democrat messaging on Human rights issues in India, esp as she is close to the progressives, Trump is not expected to take up human rights, NGOs, minority rights or democratic decline issues at all if he is elected. Worldview take: India-US share 25 years of year-on-year growth in ties, and while personal connections might differ at the leadership level, bilateral ties are set to be positive- no matter how negative and polarized the campaign in the US may get this point on. PM Modi's crucial US visit in a time of global uncertainty
As the external affairs ministry (MEA) has said, the visit combines many elements - the all-important bilateral aspect of India-US ties, the very important plurilateral element of the Quad and an equally important multilateral aspect at the United Nations. The first leg of the visit at Wilmington, Delaware, will combine the bilateral and plurilateral elements as President Joe Biden will be hosting the Quad leaders at home. The invitation to Wilmington is a special gesture towards Modi and other Quad leaders, as Biden bids adieu to politics at the end of a long and remarkable career. There are other special gestures expected during the course of the Wilmington leg, as this will be the last in-person and official meeting between Modi and Biden. The special gestures will acknowledge and celebrate PM's personal commitment to and investment in the India-US relationship which Biden has described as among the "most consequential in the world." At the bilateral level, there will of course be stocktaking of how far relations have progressed between the two countries especially as we come to a historical milestone - a quarter century of close ties. It would not be incorrect to say that a significant part of the consolidation of the relationship has happened in the past decade. In Biden, Modi found a willing partner to propel ties to a new level that includes the possibilities of co-production and innovation. The new framework of India-US cooperation includes cutting-edge technologies under the umbrella of the India-US Initiative on Critical and Emerging Technology (iCET). A concrete outcome of this kind of cooperation is the fact that an American semiconductor company was the first of at least six projects to date that has tapped into India's PLI scheme. A measure of how far ties have come is the fact that a US company will be co-producing fighter jet engines for India's Light Combat Aircraft. Earlier this year, the US approved the sale of 31 MQ-9B armed drones to India, which is expected to significantly enhance our capability to meet current and future threats by enabling unmanned surveillance and reconnaissance patrols over land and sea. It should be recalled that when the Ukraine conflict began, Biden expressed an understanding of India's position. Significantly, Modi will also inform Biden about his meetings with presidents Vladimir Putin and Zelensky. This will allow both sides to align their views, on this critical issue, to the extent possible. The upcoming Quad Summit - the sixth since 2021 - will serve to reinforce the partnership among four democracies, India, the US, Australia and Japan, with new commitments. The Cancer Moonshot initiative is one of those; through this, the Quad will implement innovative strategies to prevent, detect, treat and alleviate the impact of cancer on patients and families. The first project aims to reduce the burden of cervical cancer in the Indo-Pacific region. Previous similarly notable initiatives of the Quad include the sharing of vaccines during the Covid-19 pandemic, providing space-based maritime domain awareness data to Pacific Island countries to deal with climate, disaster forecasting and illegal fishing, an Open RAN pilot in Palau, providing STEM fellowships and working on improving connectivity in the region. India's own commitment to the Indo-Pacific will be demonstrated by our joining the Clean Economy and Fair Economy pillars of the Indo-Pacific Economic Framework (IPEF). India is already part of the Supply Chain Resilience pillar of the IPEF. This Quad Summit will lay the groundwork for cooperation until next year when India will host the 7th Quad Summit, which will be attended by a new US President and Japanese PM. The second leg of the PM's engagements in the US will see him in New York. Here, one of the engagements will be his meeting with a section of the US's 4.5 million strong and highly successful Indian American community. Contacts with the Indian diaspora have been a hallmark of PM Modi's trips abroad and this meeting with the Indian community is no exception. Modi's engagement with the Indian community (across the globe and in the US) has been aimed at celebrating their achievements in their country of residence, ensuring their connection with the motherland and inviting them to contribute to the success of the "New India" story. These contacts are paying rich dividends for India - in terms of investments -- as our economy looks to become the third largest globally by 2030. Another hallmark of PM's travels to the US is his interaction with key business leaders. During his US visit, Modi will be interacting with some of the big names in the US high-tech sector in areas such as AI, quantum computing, life sciences and biotechnology -with the aim of securing investments and cutting-edge technology transfers to set India firmly on the trajectory to become a developed nation by 2047. The US is the foremost among India's partners of choice to secure the goal of India becoming a developed nation by 2047. The third and last engagement of the PM in the US will be his participation in the UN's Summit of the Future on September 23. The theme of the summit aptly is "Multilateral Solutions for a Better Tomorrow." And it comes at a time of an East-West and North-South divide.
