New Quad initiatives, Ukraine and Gaza conflicts on PM Modi's agenda on US visit
He will then travel to New York to participate in an interaction with the Indian diaspora at Long Island on September 22, and the Summit of the Future at the UN General Assembly the following day. There will also be bilateral meetings with world leaders on the margins of the General Assembly and a roundtable with CEOs of American firms working on cutting-edge technologies such as AI, quantum computing and semiconductors. Pressing global challenges such as the Russia-Ukraine conflict, escalating tensions in West Asia, and the situation in the Indo-Pacific are set to figure at the Quad Leaders' Summit to be hosted by Biden, foreign secretary Vikram Misri told a media briefing on Thursday. India was to host the summit this year, before it agreed to a request from the American side to take on the responsibility in 2025. The Quad Summit will have a substantive and constructive agenda, including work by the partners on development priorities of the Indo-Pacific, implementing the sustainable development goals (SDGs) and delivering public goods. There will be a "strong focus on peace, progress and stability in the Indo-Pacific", and the leaders will discuss health security, climate change, emerging technologies, infrastructure, connectivity, maritime security, counterterrorism and humanitarian assistance, Misri said. At an event on the margins of the Quad Summit, the four partners will launch the Cancer Moonshot, a special initiative to prevent, detect and treat cancer across the Indo-Pacific. There will also be new initiatives and commitments by the partners in different sectors, including investments and capacity building. Also Read: Quad to unveil new initiative to prevent and treat cancer At the bilateral meeting between Modi and Biden, the two sides will unveil agreements on India joining two of the four pillars of the Indo-Pacific Economic Framework for Prosperity (IPEF), and a memorandum of understanding (MoU) on an India-US drug framework. India had earlier signed on for the supply chains pillar of IPEF and it will now become part of the pillars on clean economy and fair economy. India has so far stayed away from the trade pillar of IPEF, which was launched by the US and partners in the Indo-Pacific region in 2022. "Work and discussion on the trade pillar continue at this point of time," Misri told the media briefing. Misri acknowledged that the conflicts in Ukraine and Gaza are expected to figure at both the Quad Summit and bilateral meetings in New York, but refused to be drawn out on the issue of whether the Indian side will present a specific proposals to end the Russia-Ukraine war following Modi's visits to the warring countries in the past two months. Noting that Modi had spoken to Biden and Russian President Vladimir Putin following his visit to Kyiv last month, and that National Security Adviser Ajit Doval too met Putin during a recent visit to Russia, Misri said: "I can only say that talks are continuing between the leaders and as far as the question of making a proposal is concerned, we have to see how much consensus is built and if we can reach a stage where a proposal can be put before a larger audience." Misri reiterated India's long-standing position on the situation in West Asia by saying that New Delhi has "always stood for a ceasefire" in Gaza. India also wants a humanitarian corridor for the delivery of aid to Gaza and the immediate release of hostages taken by Hamas last October so that work can begin on a "more sustainable and broad-based settlement". India's long-term approach favours a two-state solution with Israel and Palestine living at peace with each other within stable and secure borders, he said. At the Summit of the Future in New York, which is aimed at bringing together world leaders to enhance multilateral cooperation to tackle the most pressing global challenges, Modi will outline India's priorities such as inclusive, equitable and sustainable development, South-South cooperation, and the concerns of the Global South. The Indian side will also emphasise at the summit, which is being held amid conflicts and divisions across the world, that there is an "obvious deficit of development" and a risk of the Global South being left behind. The Indian side will also signal its willingness to step forward to tackle challenges related to global peace and security, Misri said.

Ukraine, Gaza, key pacts on agenda during PM's US visit
New initiatives by the Quad to ensure peace and stability across the Indo-Pacific, the conflicts in Ukraine and Gaza, and reform of global governance structures will be part of the agenda for Prime Minister Narendra Modi's visit to the US this week, according to details shared by the external affairs ministry on Thursday. Modi will begin the three-day visit by participating in the Quad Summit in US President Joe Biden's hometown of Wilmington in Delaware and holding bilateral meetings with other leaders of the grouping - Biden, Australian Prime Minister Anthony Albanese and Japan's premier Fumio Kishida - on September 21. He will then travel to New York to participate in an interaction with the Indian diaspora at Long Island on September 22, and the Summit of the Future at the UN General Assembly the following day. Quad leaders' summit, tech roundtable & meeting Indian diaspora, what's on Modi's 3-day US itinerary
The Leaders' Summit was to be held by India in 2024, but New Delhi pushed it to 2025 at the request of the US, allowing Biden to host Modi, Japanese Prime Minister Fumio Kishida and Australian premier Anthony Albanese one last time. The four leaders are expected to cover a wide range of topics in that half day, including the situation in Gaza as well as the Russia-Ukraine war, and stability in the Indo-Pacific. Bilateral meetings with all three leaders are also expected to be a part of Modi's itinerary, said Foreign Secretary Vikram Misri at a press briefing Thursday. Misri refused to comment on whether India would present its peace proposal for the Russia-Ukraine war, but highlighted that the Indian leadership had been in contact with the two countries, and that Modi had spoken to Biden following his visit to Kyiv in August. The fourth in-person Quad Summit (and the sixth overall) will be a farewell to both President Biden and PM Kishida. Biden is not standing for a second term, and will end his current term in January 2025, while Kishida has said he will resign by the end of September. On the sidelines of the Quad Leaders' Summit will also be the launch of a collaboration in cancer care -- the Cancer Moonshot -- with plans to expand screenings for cervical cancer across the Indo-Pacific, Misri said. Biden's eldest son Beau passed away in 2015 from cancer, and the Cancer Moonshot is an effort by the US President and First Lady Jill Biden to prevent around four million cancer deaths in the US by 2047. Modi is unlikely to run into Donald Trump during this visit. Though the former president had said at an election event that a meeting would take place, he did not specify dates. Trump's campaign schedule shows he will be in Pennsylvania and North Carolina during those three days. US Vice-President Kamala Harris is also on the campaign trail. Also read: What's Pannun after with his 'murder plot' lawsuit against India, and what happens now A bilateral drug framework between India and the US is expected to be signed during the meeting between Modi and Biden. India will also be depositing its instruments of ratification for the clean economy and fair economy pillars of the IPEF, along with its ratification of the overarching agreement covering the Indo-Pacific Economic Framework for Prosperity. The IPEF, launched in 2022, is a 14 country initiative that consists of four pillars -- trade, supply chains, clean economy and fair economy. India has already ratified the supply chain pillar. New Delhi is not a part of the negotiations on trade. The bilateral meeting will also see the two leaders "have a substantive engagement" to review the "Comprehensive Global Strategic Partnership" between India and the US, Misri added. Defence, maritime security and space are expected to figure in their talks. India's burgeoning defence partnership with the US received a boost in August, when the two countries signed two key agreements -- the Security of Supplies Agreement (SOSA) and a Memorandum of Understanding on the Assignment of Liaison Officers. The SOSA, while not a legally-binding agreement, allows the two countries to provide reciprocal support for goods and services that promote national defence. The foreign secretary did not state whether any further agreements were to be signed in this sector, emphasising that these "issues are under discussion" and it was difficult to say at this time whether they had "reached a level" where an agreement could be announced. On 22 September, Modi will meet the Indian community at an event in Long Island, New York, which is being organised locally. Modi will also host a roundtable with CEOs from large technology companies, especially in areas of artificial intelligence (AI), quantum computing and bio-technology. Leaders of some of the US' largest technology companies are expected to be present, though the foreign secretary did not share further details. The PM's visit to the US wraps up with his address to the United Nations Summit of the Future on 23 September. Modi will outline India's priority, namely inclusive and equitable sustainable development, South-South cooperation and the issues facing the Global South. Misri said many challenges raised during the third Voice of Global South summit in India may find mention during the Summit of the Future. The two-day summit is an attempt by the UN to bring together world leaders to create a new global consensus on issues of the present and challenges of the future. Multiple bilateral meetings between Modi and other country heads are expected in New York. The foreign secretary emphasised there were still "too many moving parts" to announce the final list of the bilateral meetings.

Quad Summit, bilateral with Biden, diaspora event, 'Summit of the Future' on PM Modi's US visit agenda
The first program on the PM's agenda will be the annual Quad summit to be held in Wimington, Delware, the hometown of US President Joe Biden. The Sixth Quad summit brings together India, Australia, Japan, and the United States, with a commitment to work as a force for global good and to support an open, free, and inclusive Indo-Pacific that is prosperous and resilient. The summit is also critical for India as it will be hosting the next Summit. PM Modi will join US President Joe Biden, Australian Prime Minister Anthony Albanese, and Japanese Prime Minister Fumio Kishida on Saturday to discuss regional security and cooperation in the Indo-Pacific. The last Quad Leaders' Summit, the fifth edition, was held in Hiroshima, Japan on May 20 last year. In addition to the Joint Statement, the "Quad Leaders' Vision Statement - Enduring Partners for the Indo-Pacific" was also released, outlining the Leaders' vision for a free, open, and inclusive Indo-Pacific, and upholding the principles of sovereignty, territorial integrity, and peaceful resolution of disputes. Quad partners are working together to address climate change and support regional partners, in particular the countries in the Indo-Pacific. They are collaborating on sustainable consumption and production, clean hydrogen, disaster risk management, exchanging climate information, green shipping and ports, and capacity building. At the 2023 Leaders' Summit, the Clean Energy Supply Chains Initiative was announced to facilitate research and development and support energy transition in the Indo-Pacific. The Quad Principles of Clean Energy Supply Chains were released to guide engagement with the region on clean energy supply chain development. Quad is also working towards a more secure cyberspace and strengthening cyber resilience and critical infrastructure protection in the Indo-Pacific. At the 2023 Quad Summit, the Quad Joint Principles for Secure Software and the Quad Joint Principles for Cyber Security of Critical Infrastructure were released, to strengthen defences against cyber threats to the software supply chain and critical infrastructure and services. At the 2023 Leaders' Summit, the Leaders decided to evolve the former Quad Vaccine Partnership into a more comprehensive Health Security Partnership to promote coordination and collaboration between Quad countries and partners in the Indo-Pacific to strengthen regional and global health security. It builds on the successful collective efforts to provide safe and effective COVID-19 vaccines, critical medicines, and healthcare equipment to the Indo-Pacific. The Quad shares assessments of regional infrastructure needs and coordinates respective approaches to deliver transparent, demand-driven, quality, and climate-resilient infrastructure. At the 2023 Leaders' Summit, 'Quad Infrastructure Fellowships', aimed to empower more than 1,800 of the region's infrastructure practitioners to design, build, and manage quality infrastructure in their home countries, was announced. 'Quad Partnership for Cable Connectivity and Resilience', aimed to strengthen cable systems in the Indo-Pacific, drawing on Quad countries' world-class expertise in manufacturing, delivering, and maintaining cable infrastructure, was also announced. Quad is also working to exchange Earth observation satellite data and analysis to help Indo-Pacific countries better adapt to climate change, prepare for natural disasters, and better manage oceans and marine resources. A very special event this time on the sidelines of the Quad Summit will be a Cancer Moonshot event, Foreign Secretary Vikram Misri said in a special briefing on the PM's US visit. Through this milestone initiative, the Quad aims to implement innovative strategies to prevent, detect, treat, and alleviate the impact of cancer on patients and their families. "And to begin with, we intend to collaborate in reducing the burden of cervical cancer in the Indo-Pacific region," Misri said. Just ahead of the Quad summit PM Modi is expected to engage in a bilateral meeting with US President Joe Biden. India and United States enjoy a comprehensive global strategic partnership covering almost all areas of human endeavour, driven by shared democratic values, convergence of interests on a range of issues, and vibrant people-to-people contacts. One of the key issues is India-US defence cooperation, which was renewed for ten years in 2015. In 2016, the defence relationship was designated as a Major Defence Partnership (MDP). On 30 July 2018, India was moved into the Tier-1 of the US Department of Commerce's Strategic Trade Authorization license exception. The US is also the largest trading partner of India with overall bilateral trade in goods and services of $190.1 billion for calendar year 2023. "There will be an opportunity for both sides to exchange a few agreements. Two, that I would highlight, are the Indo-Pacific Economic Framework-related agreements and an India-US Drug Framework related MoU. There will be a bilateral fact sheet also that will be released on this occasion, which will give you more details. We also expect to have bilateral meetings with the leaders of Japan and Australia," Foreign Secretary Vikram Misri said. On September 22, PM Modi will address a community event of the Indian disapora at the Nassau Colliseum in Uniondale. Prime Minister will address a gathering of the Indian community in Long Island in New York. About 4.4 million Indian Americans/Indian origin people reside in the US. Persons of Indian origin (3.18 million) constitute the third largest Asian ethnic group in the US. There are many Indian American community organizations and professional organizations of Indian Americans. Indian Americans are one of the most successful communities and excel in diverse fields, including politics. The Indian diaspora has been a catalyst in cementing closer ties between India and the US. Prime Minister will also be attending a Business Roundtable with CEOs of leading US companies in the cutting-edge areas of Artificial Intelligence, semiconductors, quantum computing, and biotechnology. From Wilmington, the Prime Minister will travel to New York to attend the Summit of the Future (SOTF) at the United Nations on September 23. The theme of the Summit is 'Multilateral Solutions for a Better Tomorrow'. Secretary General Antonio Guterres has called the Summit a 'once in a generation UN Summit'. SoTF is an important milestone in the history of UN as it enters the 80th year of its establishment in 2025. A Pact for the Future, with its two annexes Global Digital Compact and Declaration on Future Generations, will be the outcome document of the SoTF. The Summit is expected to witness participation of a number of world leaders. The Pact for the Future is seen by many in the Global South as an opportunity to highlight issues of importance in the areas of health, energy security issues, climate change, transform institutions of global governance, economic inequalities, etc. External Affairs Minister S Jaishankar will participate in the UNGA General Debate and deliver India's national statement. PM Modi's US Visit Schedule: Quad, UN Summits, Farewell to Biden, Russia-Ukraine Conflict, Community Event on Agenda
PM Modi will attend a community event 'Modi & US' in Long Island at the Nassau Veterans Memorial in Coliseum, for which 24,000 people have already registered. Right ahead of the US Elections, Prime Minister Narendra Modi will visit the United States from September 21 to 23. This is the first visit of PM Modi in his third term and this visit is also significant as this time, along with bilateral issues, QUAD, concerns of Global South, the focus of PM Modi is also on the war in Europe as he recently visited both Russia and Ukraine. This time, the Prime Minister's visit would be short but loaded with engagements, roundtables, bilateral meets and he would also not be going to Washington DC. PM Modi will also not be addressing the high-level UNGA Session. Modi will first visit Wilmington in Delaware as US President Joe Biden will host him and other Quad Leaders at his home for QUAD Leaders' meet. PM Modi and President Biden have had nine engagements since 2022 at multilateral events and during visits, which also include one telephonic conversation and one virtual summit. PM Modi will also hold bilateral meeting with all three leaders - President Biden, Prime Minister Kishida of Japan and PM Antony Albanese of Australia - on Sunday after concluding QUAD Summit. On the sidelines of the QUAD Summit, a special event has been planned - the Cancer moonshot event. PM Modi will attend a community event 'Modi & US' in Long Island at the Nassau Veterans Memorial in Coliseum. The preparation for the event has been going on for about a month and the event is already overbooked as the capacity is 15,000, but more than 24,000 Indians have registered for it. Indian Americans from 42 states are expected to attend the event and the response has been particularly strong from the tri-state area. PM Modi will also be chairing a Roundtable with CEOs of American companies working in AI, Quantum Computing, Biotechnology, Cutting Edge Technology. On the third day, which is September 23, Prime Minister Modi will address a gathering of world leaders at the Summit of the Future (SOTF) at United Nations and on the sidelines, he is expected to hold bilateral meetings with other Heads of states visiting New York for UNGA. At a press briefing ahead of the Prime Minister's US visit, Foreign Secretary Vikram Misri said, "This visit combines many aspects. It has a very important bilateral aspect to it, a very important plurilateral aspect to it, and an equally important multilateral aspect to it." QUAD summit will be the key highlight of the visit as the summit had been getting delayed since January when India was planning it around the Republic Day Event and then due to election season in India and United States, both countries could not work on schedule. QUAD this time is also special as it would be President Biden's and Japanese Prime Minister Fumio Kishida's farewell summit as Kishida has announced to step down. The US is also sending a message by organising the summit in Biden's hometown to show the cozy relationship between countries. The Quad agenda covers health and security, climate change, critical and emerging tech, HADR Infra connectivity, maritime security and counter terrorism. The leaders in Delaware will review the progress achieved in the last one year and set the agenda for the next year. This time, Quad's joint statement could see a change in language, which will perhaps will have a reflection of views of all countries on the Russia-Ukraine conflict. PM Modi is the only leader in Quad who has visited both Russia and Ukraine. QUAD saw a natural evolution and elevation in 2021 to the levels of leaders with first meeting taking place in March 2021. The practical work of the Quad is taken forward through six Leader Level Working Groups and other initiatives. PM Modi will also hold a bilateral meeting with President Biden. India and US are expected to exchange a few agreements including Indo-Pacific economic framework related agreements and an India-US Drug Framework MoU. Foreign Secretary Vikram Misri said, "Prime Minister Modi and President Biden will also have the opportunity to review the comprehensive global strategic partnership between India and United States which today covers almost every aspect of human endeavour through the 50-Plus engagements and bilateral dialogue mechanisms that we have between the two sides." Both leaders will review the progress made in areas of cooperation as there have also been certain hiccups in the India-US relationship due to alleged assassination plot to kill Khalistani leader Gurpatwant Singh Pannun, in which investigation is still underway. India has also formed a committee to look into the allegations. This visit could be helpful to clear out differences between two countries. India and US have many areas of cooperation and one of them is defence, which includes procurement of 31 MQ-9B Predator Drones, Joint Manufacturing of Stryker Infantry Combat Vehicles and Co Production of GE F414 Engines in India. The Ukraine issue likely to be discussed between two sides. At the Summit of Future at United Nations, PM Modi will address world leaders and is likely to highlight the concerns of the countries from Global South since India held a summit for Global South in August. He may also speak on the Russia-Ukraine conflict. "The summit is being held at a time of conflict, tensions and divisions in the the world. There is obvious deficit of development in the world at large and the Global South is at a risk of being left behind on account of current development," Misri said. PM Modi will also hold bilateral meetings with other world leaders on the sidelines of the summit. PM Modi is likely to meet Benjamin Netanyahu as reported in Israel. Bangladesh Chief Adviser Mohammad Yunus has also sought time from PM Modi to meet, but there is no confirmation yet on whether this meeting will take place. Meanwhile, the suspense over whether PM Modi will meet former US President Donald Trump continues. Many familiar with the visit have said that if Modi meets Trump, he will also have to meet Democrat Candidate Kamala Harris to balance things and given PM Modi's tight schedule in the short visit, that may not be on te cards. Foreign secretary Vikram Misri said he could not comment on the meeting at this point in time.
