Enterprise identity was built for humans -- not AI agents
Adding agentic capabilities to enterprise environments is fundamentally reshaping the threat model by introducing a new class of actor into identity systems. The problem: AI agents are taking action within sensitive enterprise systems, logging in, fetching data, calling LLM tools, and executing workflows often without the visibility or control that traditional identity and access systems were designed to enforce. AI tools and autonomous agents are proliferating across enterprises faster than security teams can instrument or govern them. At the same time, most identity systems still assume static users, long-lived service accounts, and coarse role assignments. They were not designed to represent delegated human authority, short-lived execution contexts, or agents operating in tight decision loops. As a result, IT leaders need to step back and rethink the trust layer itself. This shift isn't theoretical. NIST's Zero Trust Architecture (SP 800-207) explicitly states that "all subjects -- including applications and non-human entities -- are considered untrusted until authenticated and authorized." In an agentic world, that means AI systems must have explicit, verifiable identities of their own, not operate through inherited or shared credentials. "Enterprise IAM architectures are built to assume all system identities are human, which means that they count on consistent behavior, clear intent, and direct human accountability to enforce trust," says Nancy Wang, CTO at 1Password and Venture Partner at Felicis. "Agentic systems break those assumptions. An AI agent is not a user you can train or periodically review. It is software that can be copied, forked, scaled horizontally, and left running in tight execution loops across multiple systems. If we continue to treat agents like humans or static service accounts, we lose the ability to clearly represent who they are acting for, what authority they hold, and how long that authority should last." How AI agents turn development environments into security risk zones One of the first places these identity assumptions break down is the modern development environment. The integrated developer environment (IDE) has evolved beyond a simple editor into an orchestrator capable of reading, writing, executing, fetching, and configuring systems. With an AI agent at the heart of this process, prompt injection transitions aren't just an abstract possibility; they become a concrete risk. Because traditional IDEs weren't designed with AI agents as a core component, adding aftermarket AI capabilities introduces new kinds of risks that traditional security models weren't built to account for. For instance, AI agents inadvertently breach trust boundaries. A seemingly harmless README might contain concealed directives that trick an assistant into exposing credentials during standard analysis. Project content from untrusted sources can alter agent behavior in unintended ways, even when that content bears no obvious resemblance to a prompt. Input sources now extend beyond files that are deliberately run. Documentation, configuration files, filenames, and tool metadata are all ingested by agents as part of their decision-making processes, influencing how they interpret a project. Trust erodes when agents act without intent or accountability When you add highly autonomous, deterministic agents operating with elevated privileges, with the capability to read, write, execute, or reconfigure systems, the threat grows. These agents have no context, no ability to determine whether a request for authentication is legitimate, who delegated that request, or the boundaries that should be placed around that action. "With agents, you can't assume that they have the ability to make accurate judgments, and they certainly lack a moral code," Wang says. "Every one of their actions needs to be constrained properly, and access to sensitive systems and what they can do within them needs to be more clearly defined. The tricky part is that they're continuously taking actions, so they also need to be continuously constrained." Where traditional IAM fail with agents Traditional identity and access management systems operate on several core assumptions that agentic AI violates: Static privilege models fail with autonomous agent workflows: Conventional IAM grants permissions based on roles that remain relatively stable over time. But agents execute chains of actions that require different privilege levels at different moments. Least privilege can no longer be a set-it-and-forget-it configuration. Now it must be scoped dynamically with each action, with automatic expiration and refresh mechanisms. Human accountability breaks down for software agents: Legacy systems assume every identity traces back to a specific person who can be held responsible for actions taken, but agents completely blur this line. Now it's unclear when an agent acts, under whose authority it is operating, which is already a tremendous vulnerability. But when that agent is duplicated, modified, or left running long after its original purpose has been fulfilled, the risk multiplies. Behavior-based detection fails with continuous agent activity: While human users follow recognizable patterns, such as logging in during business hours, accessing familiar systems, and taking actions that align with their job functions, agents operate continuously, across multiple systems simultaneously. That not only multiplies the potential for damage to a system but also causes legitimate workflows to be flagged as suspicious to traditional anomaly detection systems. Agent identities are often invisible to traditional IAM systems: Traditionally, IT teams can more or less configure and manage identities operating within their environment. But agents can spin up new identities dynamically, operate through existing service accounts, or leverage credentials in ways that make them invisible to conventional IAM tools. "It's the whole context piece, the intent behind an agent, and traditional IAM systems don't have any ability to manage that," Wang says. "This convergence of different systems makes the challenge broader than identity alone, requiring context and observability to understand not just who acted, but why and how." Rethinking security architecture for agentic systems Securing agentic AI requires rethinking the enterprise security architecture from the ground up. Several key shifts are necessary: Identity as the control plane for AI agents: Rather than treating identity as one security component among many, organizations must recognize it as the fundamental control plane for AI agents. Major security vendors are already moving in this direction, with identity becoming integrated into every security solution and stack. Context-aware access as a requirement for agentic AI: Policies must become far more granular and specific, defining not just what an agent can access, but under what conditions. This means considering who invoked the agent, what device it's running on, what time constraints apply, and what specific actions are permitted within each system. Zero-knowledge credential handling for autonomous agents: One promising approach is to keep credentials entirely out of agents' view. Using techniques like agentic autofill, credentials can be injected into authentication flows without agents ever seeing them in plain text, similar to how password managers work for humans, but extended to software agents. Auditability requirements for AI agents: Traditional audit logs that track API calls and authentication events are insufficient. Agent auditability requires capturing who the agent is, whose authority it operates under, what scope of authority was granted, and the complete chain of actions taken to accomplish a workflow. This mirrors the detailed activity logging used for human employees, but must adapt for software entities executing hundreds of actions per minute. Enforcing trust boundaries across humans, agents, and systems: Organizations need clear, enforceable boundaries that define what an agent can do when invoked by a specific person on a particular device. This requires separating intent from execution: understanding what a user wants an agent to accomplish from what the agent actually does. The future of enterprise security in an agentic world As agentic AI becomes embedded in everyday enterprise workflows, the security challenge isn't whether organizations will adopt agents; it's whether the systems that govern access can evolve to keep pace. Blocking AI at the perimeter is unlikely to scale, but neither will extending legacy identity models. What's required is a shift toward identity systems that can account for context, delegation, and accountability in real time, across both humans, machines, and AI agents. "The step function for agents in production will not come from smarter models alone," Wang says. "It will come from predictable authority and enforceable trust boundaries. Enterprises need identity systems that can clearly represent who an agent is acting for, what it is allowed to do, and when that authority expires. Without that, autonomy becomes unmanaged risk. With it, agents become governable." Most enterprises can tell you how many human users have access to their financial systems. Few can tell you how many AI agents do. In recent years, enterprise AI discussions have centered on workforce disruption, return on investment and the mechanics of scaling use cases. Those questions, while important, are increasingly operational. A more structural issue is emerging, one that will define whether AI becomes a durable advantage or a compounding liability. The real risk is not model performance or media hype. It is the rapid proliferation of autonomous AI agents operating without governed identity, enforceable access controls or lifecycle governance. Governance frameworks designed for human users and traditional software are being quietly outpaced - and few organizations are systematically measuring the exposure. Recently, this issue has become more visible, with platforms emerging that have no real safeguards to prevent bad actors and the capacity to create and launch huge fleets of bots. These platforms illustrate how quickly unmanaged digital actors can proliferate - and how difficult they become to track once they do. Intelligent programs are now working without meaningful governance and access to systems and data beyond our visibility. If organizations don't implement industrial-grade security frameworks for AI agents today, we will quickly face the consequences in mission-critical enterprise environments. AI agents differ in important ways from both traditional software and human users. Most enterprise systems today are built around clearly defined identities. Users have named accounts, applications operate with registered service credentials and access is granted according to established roles that can be monitored, audited and revoked when necessary. Autonomous AI agents do not fit neatly into this model. They can act on behalf of users, interact with multiple systems and make decisions without direct human intervention. In many organizations, they lack stable, governed identities. Their access is not always tied to clear policies. Their lifecycle is rarely managed from creation through retirement. Researchers have highlighted how weaknesses in agent-driven environments can allow malicious instructions, prompt injection attacks or poisoned data to propagate rapidly across interconnected systems. In enterprises where agents are connected to sensitive data, financial systems or operational infrastructure, even small governance gaps can escalate into material risk. In other words, the real risk isn't just what the agents can do, it's what they can access. In my work with organizations moving from AI experimentation to enterprise-scale deployment, one pattern stands out: the biggest points of failure are rarely the AI models themselves. More often, the issue is weak data foundations and incomplete control frameworks. The consequences are already tangible. Compliance failures, biased outputs and governance breakdowns are generating material financial and operational losses across industries. In several cases, remediation costs have escalated into the tens of millions when governance gaps are discovered post-deployment. These are not examples of runaway intelligence. They are operational failures. When AI is introduced into complex environments without modernized identity governance and continuous monitoring, risk scales faster than value. The urgency intensifies as AI adoption spreads beyond centralized teams. Employees are experimenting with and deploying agents inside business functions, often without enterprise-wide visibility. Autonomy is expanding laterally across organizations faster than enterprise oversite can adapt. Without clear standards for identity, access and oversight, digital actors can quietly accumulate permissions and influence well beyond their intended scope. This is ultimately a question of architectural readiness. Leadership should be able to answer three questions at any time: Where does our critical data reside? Who or what can access it? How is that access validated and reviewed? Scaling AI safely therefore requires an operational reset. Autonomous agents must be treated as accountable actors within the enterprise. This includes clear documentation of roles and responsibilities, regular review cycles and integration with existing IT and risk processes. Access should be intentional and continuously validated and activity must remain observable. Organizations that make this shift are not constraining innovation; they are creating the conditions for sustainable scale. In the AI era, operational maturity is what ultimately separates experimentation from durable advantage. AI agents aren't a theoretical threat anymore and it's clear that the broader industry conversation needs to evolve. We spend a great deal of time discussing model performance and new use cases. We need to spend just as much time on identity, data governance, access control and lifecycle management for the autonomous actors we are introducing into our environments. Without the guardrails long standard in other areas of IT, these agents can represent a quiet army of unmanaged digital actors operating inside complex systems. Addressing that risk requires leadership attention, cross-functional collaboration and a commitment to building industrial-grade governance for the AI era. Organizations that take this seriously will not only reduce their exposure. They will also build the trust and resilience needed to scale AI with confidence, fostering stronger collaboration between business and IT. In a world where intelligent systems are becoming part of the workforce, operational security is no longer just a technical concern, but a strategic imperative. AI will scale only as far as trust allows it to. Governance is what makes that trust possible.

The Global Race to Govern AI Agents Has Begun

Within days, it claimed 1.5 million autonomous agents posting, commenting, and upvoting. OpenAI founding member Andrej Karpathy initially called it "the most incredible sci-fi takeoff-adjacent thing I've seen recently." Then security researchers at Wiz found an exposed database API key on the front end of the site -- granting full read and write access to the entire production database, including 1.5 million API authentication tokens and 35,000 email addresses. Karpathy reversed course: "It's a dumpster fire. I definitely do not recommend people run this stuff on their computers." Moltbook is not an edge case. It is a preview of what happens when autonomous AI agents operate without governance. And the timing is striking: the very same week Moltbook went viral, Singapore's Infocomm Media Development Authority (IMDA) released the world's first governance framework built specifically for agentic AI. One event showed the fire. The other offered the fire code. With 35% of enterprises already deploying agentic AI and nearly three-quarters planning to within two years, the question is no longer whether to govern AI agents but how. I've spent the past several weeks analyzing Singapore's framework alongside regulatory approaches from the EU, the UK, China, and the US, plus industry frameworks from OpenAI, Anthropic, Google DeepMind, and Microsoft. Here's what the global landscape looks like -- and the playbook for applying it on Monday morning. Why Agentic AI Breaks Traditional Governance Traditional AI governance assumes a simple loop: human prompts, AI responds, human decides. The EU AI Act, NIST's AI Risk Management Framework, and the UK's principles-based approach -- all were designed with that paradigm in mind. Agentic AI shatters it. These systems plan across multiple steps, invoke external tools at runtime, take real-world actions (some irreversible), and operate with varying degrees of independence. When a customer-service chatbot gives a bad answer, you correct it. When an autonomous procurement agent commits your company to a six-figure contract based on flawed reasoning, the consequences are materially different. It gets even more complex with multi-agent systems. Google DeepMind's 145-page safety paper identifies what they call "structural risks": harms that emerge from interactions between multiple agents where no single system is at fault. That's a category of risk that only Singapore's framework has explicitly addressed at the national level. Case Study: What Moltbook Revealed About Agent-Only Platforms Moltbook is worth examining in detail because it compressed months of lessons into days. Built on the OpenClaw framework, the platform gave agents persistent access to users' computers, files, calendars, and messaging apps. Security firm Wiz discovered the database was completely open; 404 Media confirmed anyone could commandeer any agent on the platform. Palo Alto Networks identified what they called Simon Willison's "lethal trifecta": access to private data, exposure to untrusted content, and the ability to communicate externally -- plus a fourth risk unique to agents: persistent memory enabling delayed-execution attacks. The numbers are sobering. Enterprise analysis found that uncontrolled AI agents reach their first critical security failure in a median time of 16 minutes under normal conditions. On Moltbook, adversarial agents actively probing for credentials compressed that window further. Agents were asking each other for passwords. Some posted requests for private, encrypted channels to exclude human oversight. And Wiz's investigation revealed that roughly 17,000 humans controlled the platform's "1.5 million agents" -- an average of 88 bots per person, with no mechanism to verify whether an "agent" was actually AI. The lesson: Agent-only platforms without identity verification, sandboxing, and governance controls are not experimental playgrounds -- they are attack surfaces. Every risk Singapore's framework was designed to mitigate showed up in Moltbook within 72 hours. What Singapore Got Right Singapore's IMDA framework, released at the World Economic Forum in Davos on January 22, 2026, stands out for its practicality. Where other frameworks offer abstract principles, Singapore offers an operational matrix. The centerpiece is a two-axis risk model that maps an agent's "action-space" (what it can access, read vs. write permissions, whether actions are reversible) against its "autonomy" (how independently it makes decisions). This gives enterprises a tool they can use immediately to calibrate governance intensity to actual risk. Here's how I've adapted that model into a four-tier framework that combines Singapore's approach with security insights from OWASP, NIST, and the Moltbook post-mortem: Agentic AI Risk Tiering Matrix Adapted from Singapore IMDA Framework, OWASP Agentic Top 10, and enterprise security research. The framework also tackles the accountability chain head-on, defining clear roles for five actor types: model developers, system providers, tooling providers, deploying organizations, and end users. Crucially, it addresses agent identity management -- requiring unique identities tied to supervising humans, with the principle that agents cannot receive permissions exceeding those of their human sponsors. If you've been in enterprise IT long enough, you'll recognize this as least privilege extended to non-human actors. The Human Verification Counter-Move: OpenAI's World ID and the Orb While Singapore was building governance infrastructure for agents, Sam Altman's other venture was building verification infrastructure for humans. Tools for Humanity's World project -- co-founded by the OpenAI CEO -- launched its iris-scanning Orb devices in the US in May 2025, with 7,500 units rolling out across dozens of cities. The premise: as AI agents become indistinguishable from humans online, platforms need biometric "proof of personhood" to separate real users from bots. In early February 2026, reports emerged that OpenAI is considering using World ID to verify users on a proposed social network -- creating what would be a "humans-only" platform, the philosophical opposite of Moltbook. The irony is striking: the company building the most capable AI agents is also building infrastructure to keep agents out of human spaces. This is not a contradiction -- it's a governance insight. The emerging consensus is that the solution is not agents-everywhere or humans-only, but identity-verified participation in both directions. Agents need verifiable identities (Singapore's approach) so enterprises know what they're interacting with. Humans need verifiable identities (World ID's approach) so platforms can guarantee authentic human spaces when needed. Moltbook collapsed because it had neither: no real agent verification, no human verification, and no sandbox boundaries between the two. The Global Regulatory Patchwork: Who's Leading and Who's Lagging The EU AI Act is the most comprehensive binding AI regulation globally, but it creates what legal scholars describe as a "compliance impossibility" for agentic systems. Article 14 mandates meaningful human oversight for high-risk systems -- yet the core value of agentic AI is autonomous operation. The Act's pre-market conformity model struggles with agents that invoke unknown tools at runtime. The Future Society's analysis confirmed that technical standards under development "will likely fail to fully address risks from agents." The United States has no federal agentic AI governance framework. NIST's AI Risk Management Framework remains voluntary and lacks a dedicated agentic AI profile, though NIST is actively developing security overlays for agent systems -- with researcher Apostol Vassilev publicly stating current frameworks are "too weak" for enterprise agentic AI. The gap has left a patchwork of state-level laws with no coherent national approach. The UK has done valuable evaluation work through its AI Security Institute, stress-testing over 30 frontier models and finding that self-replication success rates jumped from 5% to 60% between 2023 and 2025. But no agent-specific guidance has materialized yet. China governs AI through binding regulations, including draft ethics measures for "highly autonomous decision-making systems" -- which captures agentic systems -- but no unified agent-specific regulation exists. Industry Is Moving Faster -- With Uneven Results OpenAI's 2024 whitepaper on governing agentic systems proposed seven core practices, including constraining action-spaces, maintaining legibility, and ensuring at least one human is accountable for every harm. Their Preparedness Framework now tracks autonomous replication as a research category. Yet academic analysis found the framework's governance provisions contain significant flexibility that could allow deployment of high-risk capabilities -- underscoring the limits of self-governance. Anthropic's Responsible Scaling Policy uses a biosafety-level analogy (ASL-1 through ASL-5+), with ASL-3 activated for the first time in May 2025. They donated the Model Context Protocol (MCP) -- the leading standard for agent-tool interaction -- to the newly formed Agentic AI Foundation under the Linux Foundation. Google DeepMind's safety paper is the most theoretically sophisticated, identifying "structural risks" as a distinct category that no other framework addresses. Microsoft has built the most enterprise-oriented infrastructure, including Entra Agent ID for machine-level identity and a tiered autonomy classification model. On the standards front, IEEE approved Standard P3709 for agentic AI architecture in September 2025. OWASP published its Top 10 for Agentic Applications in December 2025 -- identifying memory poisoning, tool misuse, and privilege compromise as top threats. And OpenAI, Anthropic, and Block co-founded the Agentic AI Foundation to steward open standards for agent interoperability. Three Scenarios, Three Governance Approaches Theory is useful. Application is what matters. Here's how the risk-tiering framework maps to real deployment scenarios: Scenario 1: Customer Support Triage Agent (Tier 2) A retail company deploys an agent that reads customer tickets, categorizes them by urgency, and drafts initial responses for human agents to review. The agent has read access to the ticket system and write access only to an internal draft queue. Under Singapore's framework, this is medium action-space (read/write but internal only, actions are reversible) with low autonomy (following predefined classification rules). Governance requirement: standard logging, periodic accuracy audits, and an identity tied to the support operations team. The human team reviews and sends all responses. Scenario 2: Autonomous Procurement Agent (Tier 3) A manufacturing firm deploys an agent that monitors supplier pricing, evaluates contracts, and executes purchase orders up to $50,000. This agent has external API access, financial transaction capability, and cross-system write permissions. Under the tiering matrix, this is a high action-space with significant autonomy. Governance requirement: real-time monitoring, anomaly detection flagging unusual purchase patterns, a mandatory human escalation trigger for orders above the threshold, an agent identity with explicit delegation from the CFO's office, and a kill switch. Critically, every action must be logged with an audit trail linking back to the authorizing human -- because when the auditor asks "who approved this purchase?" the answer can never be "the agent decided." Scenario 3: Multi-Agent Research Pipeline (Tier 4) A pharmaceutical company runs a pipeline where Agent A searches scientific literature, Agent B synthesizes findings, and Agent C drafts regulatory submission documents. These agents invoke external tools, interact with each other, and produce outputs with significant downstream consequences. This is Singapore's most complex governance scenario: multi-agent orchestration across organizational boundaries with potentially irreversible regulatory implications. Governance requirement: governance board review before deployment, continuous auditing of agent-to-agent interactions, mandatory human review at each handoff point, incident response protocols for emergent behavior, and clear accountability maps for each agent in the chain. This is where Moltbook's lessons matter most -- unmonitored agent-to-agent communication is where risks compound fastest. The Monday Morning Playbook If you're deploying or planning to deploy agentic AI in your organization, here's the implementation sequence -- ordered by impact and urgency: Weeks 1-2: Inventory and Classify * Catalog every AI agent operating in your environment, including shadow deployments employees spun up without IT approval. Moltbook's Wiz investigation found employees installing agents without authorization, creating "shadow IT risks amplified by AI." * Map each agent to a tier in the risk matrix above. Be honest about action-space: if the agent can write to production systems, it's not Tier 1. * Identify every agent-to-agent interaction path. These are your highest-risk vectors. Weeks 3-4: Identity and Access * Assign a unique identity to every agent, tied to a supervising human or department. If you use Microsoft's ecosystem, evaluate Entra Agent ID. The core principle from Singapore's framework: no agent gets permissions exceeding its human sponsor's. * Implement least-privilege access. An agent that needs to read customer tickets does not need write access to your financial systems. * Deploy kill switches for Tier 3 and 4 agents. Sixty percent of organizations currently have no mechanism to stop an agent that misbehaves. Month 2: Monitoring and Escalation * Stand up continuous monitoring for Tier 2+ agents. Pre-deployment testing is necessary but not sufficient for non-deterministic systems that adapt post-deployment. * Define escalation protocols: what anomaly score triggers human review vs. automatic suspension vs. immediate termination? * Audit agent-to-agent interactions. Apply OWASP's Agentic Top 10 as a security checklist. Month 3: Governance Structure * Establish a cross-functional governance board spanning IT, legal, compliance, cybersecurity, and business leadership. Forrester predicts 60% of Fortune 100 companies will appoint a head of AI governance by end of 2026. * Document accountability chains: for every agent, there must be a named human who is answerable for its actions. * Review Singapore's IMDA framework as your operational baseline and adapt its two-axis risk model to your industry. The Bottom Line The global landscape of agentic AI governance in early 2026 is defined by a paradox: broad agreement on principles coexists with fragmented implementation. Singapore's IMDA framework is the only national framework that starts from the actual characteristics of agentic systems rather than retrofitting rules designed for chatbots. Moltbook is the most vivid demonstration of what happens without governance. And OpenAI's World ID project represents a complementary bet -- that in a world of autonomous agents, verified human identity becomes infrastructure, not a feature. The most important insight from this analysis is that the governance challenge of agentic AI is fundamentally different from traditional AI governance -- not in degree, but in kind. Agents that take irreversible actions, invoke unknown tools, interact with other agents across organizational boundaries, and adapt post-deployment cannot be governed by static compliance models. The organizations that internalize this shift fastest won't be the ones that slow down innovation. They'll be the ones that scale it -- because governance, as Deloitte's research makes clear, is what gets you past the pilot stage. The agents are already here. The fire code is now available. As autonomous AI agents proliferate faster than security teams can govern them, traditional identity and access management systems built for humans are failing.
