"Very much we're not just talking about existential concerns here," Kolter explained in an interview with The Associated Press. "We're talking about the entire swath of safety and security issues and critical topics that come up when we start talking about these very widely used AI systems"

Kolter's position gained unprecedented significance following agreements announced last week between OpenAI and regulators in California and Delaware. These agreements, designed to facilitate OpenAI's transition from nonprofit to for-profit structure, made Kolter's oversight a legally binding requirement

. California Attorney General Rob Bonta and Delaware Attorney General Kathy Jennings structured the agreements to ensure safety and security decisions take precedence over financial considerations.

Under these formal commitments, Kolter will serve on the nonprofit OpenAI Foundation's board while maintaining "full observation rights" to attend all for-profit board meetings and access information about AI safety decisions. Notably, Kolter is the only individual besides Attorney General Bonta specifically named in the lengthy regulatory document

The Safety Committee's Authority and Composition

The Safety and Security Committee, established more than a year ago, includes three other members who also sit on OpenAI's board. Among them is former U.S. Army General Paul Nakasone, who previously commanded U.S. Cyber Command

"We have the ability to do things like request delays of model releases until certain mitigations are met," Kolter stated, though he declined to reveal whether the safety panel has ever exercised this authority, citing confidentiality requirements

Kolter outlined several categories of AI risks his committee must address. Cybersecurity concerns include scenarios where AI agents might "accidentally exfiltrate data" after encountering malicious content online. The panel also monitors security issues surrounding AI model weightsβ€”the numerical values that determine system performance

More troubling are risks unique to advanced AI systems. "Do models enable malicious users to have much higher capabilities when it comes to things like designing bioweapons or performing malicious cyberattacks?" Kolter asked. Beyond these existential threats, the committee addresses AI's psychological impact on users, including effects on mental health from prolonged interactions with AI systems

These concerns have materialized in real-world consequences. OpenAI faces a wrongful-death lawsuit from California parents whose teenage son died by suicide in April following extensive interactions with ChatGPT

From Academic Obscurity to Industry Influence

Kolter's journey to this pivotal role began in the early 2000s as a Georgetown University freshman studying what was then considered an esoteric field. "When I started working in machine learning, this was an esoteric, niche area," he recalled. "We called it machine learning because no one wanted to use the term AI because AI was this old-time field that had overpromised and underdelivered"

Now serving as director of Carnegie Mellon's machine learning department, Kolter finds himself at the center of debates about AI's future as the technology he once studied in relative obscurity has become central to global technological and economic competition.
