Policy Framework and Risk Management Priorities

The cabinet's mandate extends beyond risk assessment to practical AI governance measures. The advisory group will develop policies tying data center incentives or operational approval to companies' ability to meet safety, accountability, and transparency standards2

Building on Illinois' Legislative Foundation

JB Pritzker's executive order builds upon Illinois' existing regulatory framework. In July, Pritzker signed Senate Bill 315, known as the Artificial Intelligence Safety Measures Act, which targets the largest AI models generating more than $500 million in annual revenue and trained using massive computing power2

Speaking on ABC's Sunday morning news show, Pritzker compared AI dangers to nuclear weapons, stating: "It should be among the top priorities, but don't misunderstand, it is dangerous and it's dangerous on the level of nuclear weapons. So that's why it needs to be an international endeavor"1
